The Global Learning and Observations to Benefit the Environment (GLOBE) Program at NASA HQ Earth Science Division is soliciting proposals for the first time in about 10 years. GLOBE® is soliciting proposals for an organization or a team of multiple organizations to run the GLOBE Implementation Office (GIO), a worldwide environmental science and education program that provides opportunities to better understand, sustain, and improve Earth’s environment at local, regional, and global scales. NASA anticipates awarding one cooperative agreement through this competitive ROSES-2023 program element at approximately $3.9-4.4 million per year for five years. Organizations of every type based in the U.S. are eligible to propose, including but are not limited to institutes of higher education and STEM education centers.

Additional Information

  • Proposers other than the current GIO cooperative agreement holder must include an additional $0.8- $1M budget for an initial four months of transition.
  • Timeline: Subject to change (final solicitation will be released by late June/early July 2023)
    Step-1 Proposals are due in October, 2023
    Step-2 Proposals are due in December, 2023
